Compass deviation card deviation

Is it legal to fly an aircraft that has a known error on the compass deviation card?

I'm fairly certain it's wrong. The card says for North, fly 259.

I wouldn't fly it, seems like a known defect to me. That is very easy for the FAA to spot on a ramp check too.

You sure the "2" isn't a sloppily written or sun-faded "3"?

The card was printed

If you line up on a north-south runway, what does the compass say? If it says 259, then the card is right. What do the other 11 headings on the card say? 23.1327 says the error can not be more than 10 degrees unless it is caused by electrical equipment. If it is more than 10 degrees you have to have a gyroscopic direction indicator. But if it really is 100 degrees off someone should spend some time on a compass rose.
