Hence the reduction for "accredited university training programs" which is what started this thread. I think the problem is how can you measure experience etc? so the government took the easy way out by allowing reductions for military and accredited university programs. Experience and training are both required.
The question here is can you offset one with the other?
The answer is sort of...you could substitute some training for some experience and vice versa. The trick is setting the right ratios and of course special financial interests will have at least as much inpuut as any balanced analysis.
BTW, education is not really needed for pilots. I think it's a good idea for any professional to have a degree, but aviation is training is really vocational in nature, not educational. Education won't save your life in an airplane maybe an engineering degree under some circumstances).
