Hello, I have a question you guys/gals may be able to help me with. I’ve been trying to deal with FSDO and TSA but…oh boy what a nightmare.
Is the whole TSA process required if a student is only seeking (for now) ground instruction (PPL, IFR)? Or just requires an endorsement for a knowledge test?
The reason I’m asking is because I’m thinking about freelancing (outside of the USA) for IPC’s, BFR (no TSA req.) and ground instruction as well as consulting and preps for ATP’s and Foreign based FAA Lic.
Ay input will be much appreciated.

Yes. The rule applies to any flight school or flight instructor certificated under 14 CFR that provides instruction in the operation of any aircraft or aircraft simulator toward the issuance of a U.S. airman certificate. This includes any flight school or instructor located outside the United States that provides such instruction. "

It talks about aircraft and sims but not sure if that general description will include the ground school part for PPL and IFR (affected by TSA).
