C-172 ???

the static port is used to operate your airspeed indicator, the altimeter, and the VSI. It allows the instruments to measure static (ambient) pressure. The static port is located in a position where the airflow is not disturbed, usually on the side of an airplane. Normally on a C172, at least the ones I have flown, it is located just aft of the cowling on the left side of the airplane.

That one is the static port for the autopilot system. I take it your 172 has a KAP-140 autopilot? It uses that static port for the altitude hold which is why you also adjust the pressure setting on the autopilot. If you're not already you should start doing all three altimeters every time you get a new pressure setting. The altimeter, GPS and autopilot.
That little lip results in the Otto not working so well after a good rain. It traps rain water in the system.

Oh. I have never flown a 172 with a Kap 140 2 axis autopilot. The one I'm used to flying only has single axis KAP 140. It only tracks the heading bug and NAV.

Talk to some MX guys if there are some on the field. I used to go to them all the time for queepy questions like that. Most are pilots and most don't mind taking a little time to help you out, if they like you. Remember you want to keep those guys on your good side!
