The 3-year student pilot license is a common-sense correction to an omission that was made when they extended the medical to three years.
PCATDs would OK for instrument currency as long as CFII is present.
Private & commercial students could probably benefit from a MODERATE amount of INSTRUMENT oriented sim training, but I hope that doesn't turn into what the Europeans are doing with trying to train future airline pilots almost exclusively in the sim!
I still think we need medicals, you can't trust everyone to self-evaluate their medical status...too many irresponsible wealthy folks who think the rules don't apply to them.

I agree, AOPA interpreted the addition of the words "current and valid" pilot certificate to mean that we'd have to bring our logbooks with us on flights, I don't think that is true - The FAA wants us to keep our logbooks safe so when we do something stupid and crash they can get us in trouble. The logbook tells a lot about the pilot.
