Default R-ATP Question?

I have a student who is 19 years old and I have instructed him through his ASEL, Private, Instrument, and now Commecial AMEL, all through FAR 61. He is also attending a FAA approved 2 year aviation associates program and he will graduate from that program next May, 2017. Next up is the CFI. My question is ? Will he qualify to become a 21 year old R-ATP candidate if he acquires 1250 hours of flight time and graduates from a FAA approved R-ATP program such as Pan Am, Sportys, ect puts on? My confusion stems from the combination of FAR 61 flight training and the 2 year FAA approved ground school program and how they mesh together. Thanks in advance for any positive comments or suggestions.

He won't qualify for the 1250 hours because the Instrument and Comm were through Part 61. He can still get a R-ATP at 21 years old, but the 250 hours exemption won't apply.

1,500 hours unless he took his ratings for instrument and above part 141 from the accredited institution as part of an aviation degree plan. Stupid rule!
