Is it standard procedure to paint first then install or is painting always last?

Airbus mounted the vertical tail on China Southern Airlines' first A380 super-jumbo jet on Tuesday at Airbus' A380 final assembly line in Toulouse, France. China Southern Airlines is scheduled to receive the first of its five ordered A380s next year.

Been a while since I was involved with building an airplane, but it has to do with balancing the Rudder. Many times, just the Rudder is painted before it is paired with the Vertical Stabilizer. It appears in this case that they painted the tail in its entirety.
