Not exactly true. The 8/7 is the default fixed schedule. They limit the number of 7/7. I have no idea what the max number of 7/7 lines is.

The max 7/7 lines was 25 percent. Don't know for sure what it is now.

Because they just put new hires on the training schedule then the flex schedule. The RL crews put their schedule in first then the 8/7 7/7 schedules get added then the rest goes to flexbid. It basically states that you can bid whatever you want and then they can assign you whatever they want. Scheduling has to cover the planes so they can assign you any green line that helps them cover the schedule working you up to 16 days for each of the 13 bid periods.

And this is one of the reasons people are quitting. The PBS has been giving out 28 day back to back schedules like this: 8off/8on/4off/8on/4off/8on/8off/8on. "Too much work for too little pay." and quit in the middle of the rotation.
