Just flew with a guy who does this. One of the Dakotas (can't remember if its north or south) Allows for a "nomadic residency" You do get a Drivers license, sign an affidavit stating you own no home or residency and show proof of a PO box and mail service. Pay no state income tax, just have your mail Fedex'd to you wherever and whenever.

I was living on St. Thomas, USVI when I started at flyExclusive.
They were really flexible. I would get to Atlanta, New York, Miami or Ft. Lauderdale-where ever I could get a cheap one-way day before start of rotation. Use my hotel points to get a room at airport hotel. Let them know where I needed to airline on rotation from.
Then I would use the dummy ticket method to get back down to St. Thomas. Of course Irma wiped us out down there.
