UPS and FedEx both will require written proof of resignation from the airline you are furloughed from before day 1 of Indoc. NJA could easily do the same. The real scary part is if you do that, and regret the decision, which a measurable percentage will. Lots will likely love the change though.
NJA didn’t like hiring airline pilots before because most airline pilots, even from regionals, left to the first major that called. I would imagine the barrier for entry into NJA as an airline pilot will be even harder now. Also, NJA isn’t in a position to hire a bunch of pilots anyway so it might be moot.

If you are current 121 and hate it, even if you have zero intention of ever leaving NJA once you get there, your chances of getting a fair shake are drastically less than a 135 pilot.

They were actively weeding out anyone that presented any prospect of leaving for the airlines. I would bet serious money on NJA not hiring a single pilot on active furlough with a major. If they start requiring letters of resignation before sending a CJO, that might change things.

I did hiring for a time at my 135, and we definitely had an aversion to hiring furloughed airline folks. It makes sense - you want someone to stick around, and with recall rights you can bet that most of them will leave once they get called back. But if a guy was well recommended and could convince us that he’d be around for awhile - we’d do it.

Furloughed airline pilots have stayed at NJA, and probably would again. But why would NJA take the risk on that when there are plenty of 91/135 pilots on the street looking for jobs that don’t potentially lose a risk of going back to the airlines?

Every pilot will say what they think you want to hear at the interview. If pilots have a reason to stay they will stay. If they perceive reasons to leave they will leave.
