The union does not build the pairings, they only have access to the pairing solver for research. The union receives the pairings prior to line construction for evaluation, but does not have a contractual right for their input to be considered.

Line construction is done by the union.

New hire here. Plan to commute to/from the D.C./Va area. Any suggestions as to what base to bid for in terms of perspective to hold a line and/or route frequencies (considering I'd prefer to JS on company flights)? How junior or senior is MCO?

PHL without question. It’s currently the most junior base (subject to new base announcements) and should be easily drivable. Don’t subject yourself to a voluntary commute by air if you don’t have to. You won’t be able to sit short call reserve from home, but hopefully your reserve time will be short by the time you hit the line.

A lot of pilots were getting awarded DEN in class, I don't believe that has changed. It is junior for FO's senior for captains.
