I have also submitted reports with photos of things blatantly out of place, also brought it to ramp manager's attention (at an out station) only to return a month or two later and it's all in the same spot. Might as well delete that LFDR email they have.

One day in gschool BL said he controls how many people, and their pay, menzies can employ and staff at each airport. BL specifically said you cant make money paying too many rampers for the same work 3 can get done eventually. He was perfectly fine running a late operation if it utilizes less, and cheaper manpower.

They’ve also been on record in RGS saying:
-we don’t wanna be number 1, it’s too expensive to be number 1
-we aren’t delta, it’s too expensive to be like delta
-we don’t want the best on time performance, it’s too expensive
-we don’t care about repeat customers, there’s others out there, and when they see our prices they’ll be back.

Despite the evidence to the obvious (our track record), I find it hard to believe that was actually said out loud anywhere within ear shot of a pilot...

I'm pretty sure he said "we" not "I"...

Not to pile on your comment but that's exactly how these contracts work. We dictate how much staffing the ground servicer uses.
