Fema hasn't been cut, there was a proposal to cut it 11% and that's is because they had their budget increased by 40 something % as a kneejerk reaction to Katrina. Either way shame on you for trying to make this some kind of Trump political thing. You better get over it already.

Has any federal budget been truly "cut" since baseline budgeting was put in place in the 70's?

Maybe the best thing would be to cut the budget to $0.00 and send all the bureaucrats to wherever Mississippi ended up. Or send them to Moosylvania.

I'll never forget seeing all of the FEMA trailers going down the highway after Katrina and thinking how great it was, then finding out that most never made it to New Orleans, or anywhere, other than an airport in Arkansas, then later flying over that airport and actually seeing them there.
I heard they eventually burned them.
