Can they be used for that? Sure, but that's not their purpose. I contend there are better solutions. Idle, speed brakes, gear and a level flight segment is going to dissipate energy far more efficiently than putting lift devices out at their max placard speed.
I think we can both agree that deploying anything at max placard speed is poor technique.

Perhaps the speedbrakes on the 777 are pretty effective....on the 737 (especially below 250 kts), not so much.
