The US has a carveout in AIM (4-2-1.b IIRC) that sort of gives a get out of jail free card for these. But flying internationally especially in some more remote countries you are absolutely right. Telling Chinese ATC "I got him on the fishfinder!" just makes you sound like an ass.

ATC radioed to the flight, "Tiger 66, descend two four zero zero (2,400 feet), cleared for NDB approach runway 33." Captain Halpin, who interpreted it as "descend to four zero zero" replied with, "Okay, four zero zero" (meaning 400 feet (120 m) above sea level, which was 2,000 feet (610 m) too low). The Cockpit voice recorder also revealed several communication errors made by the flight crew prior to this miscommunication and a general casual nature of the Captain, who was the pilot-not-flying on this particular leg of the trip.

During the final approach, numerous clear warnings were given by the on-board Ground Proximity Warning System which were all ignored entirely by the crew, and the aircraft impacted a hillside 437 feet (133 m) above sea level, killing all four crew on board; two pilots, a flight engineer and an aircraft mechanic. The subsequent fire burned for two days.

Great example. Another reason why "Climbing to twenty four" is just **** poor performance, you sound like a douche and likely are one.

Zero is zero.
Decimal is decimal when outside the US, inside the US it's point.
"Got him on the fishfinder" is you being a douche.

The whole point (or decimal ;)) of this thread is to point out the slow normalization of deviance, in this case sloppy and unprofessional phraseology. It’s embarrassing when I hear an American flying OCONUS using “on the hold”, “on the go” and yes, O instead of 0.

Negative!!! Ignoring 7 or 8 PULL UPs from the GPWS and confirming with the RAD ALT took down the F/T 747.
