I’ve a couple family members who are controllers. They didn’t “follow their passion.”

They chose a very high paying, non furloughable, almost non fireable federal job and used all the extra money and time off to pursue their passions.

(Biden’s former boss really threw a monkey wrench into the pipeline when he ended the Collegiate Training Initiative that funneled motivated and qualified candidates into the positions. Covid training slowdowns didn’t help either )

Neither Congress nor any other politician really understands long lead time production. Even throwing money at it can't solve every problem. An example:

One sufficiently motivated young couple putting their heart and soul (as well as other parts of their anatomy) into it can generally produce a viable offspring in 9-10 months. But nine or ten couples will not be able to produce a viable offspring in one month, no matter what incentives you give them. If you want a baby today you better damn well have started the process nine months ago.

Some thoughts correlated from life.
Humans, including it's leaders, do a poor job of understanding:

A. The second law of thermodynamics. Without energy input, everything deteriorates.

B. Exponential growth.

C. The long gestational period of consequences. ( inspired by your comment of lead time for planned consequences)

D. Complex, adaptive systems are beyond our ability to deterministically manage.

Even if intellectually understood, very few people (if any) seem to grasp these concepts deeply enough for them to be second nature to ones thought.
I have no doubt there are many other obstacles to long term rational planning. These are just a few I have pondered. I suspect there are some so inherent to how my mind works that I am blind to them.
Perhaps, like the above, they are inherent to our evolution.
