There’s more than one Crazy Woman out there...
It doesn’t exist anymore, but the old TWSTD arrival into IAH featured fix names such as MENTL FRAGL WHACK PSYCO CRNKY NUTZZ and PROZC.
Perhaps it was the same poor fella who chose DIVCE and HOBIG as fix names for the ILS 21 into KMSN.

They're points defined by navigational aids (two VORS, distance + radial of one VOR, NDB, LOC, etc). The one's that you see on your Sectional are the same ones used on Low-Alt IFR maps.
