Whats the difference between blue and green airports on a L chart by Jepp - Thanks!

Blue have instrument approaches, Green do not.

Do the green just have no presicion approaches or just no approaches at all?

Jepp doesn't make that distinction like NOS does.

GREEN - visual approach only
BLUE - precision and/or non precision instrument approach(s)
