I need some help on meteorology, and some insight would be greatly appreciated. Is diurnal variation greater over the tropics or the poles and why?

Also, can someone please explain to me why if ELR=DALR, the parcel of air will be neutral if unstable and unstable if saturated? And if ELR<DALR>SALR why is it stable in unsaturated and unstable when saturated?
