Hiring minimums

I am trying to get my foot in the door at a Regional or Cargo and was wondering where would be the best place to start looking. Also, what kind of minimum flight times will get you a interview at a small cargo or regional operation?

I've been told that Skywest is hiring like mad. I believe they require 1000TT and 100 ME. Also I believe Horizon is hiring also.
For cargo, you need to meet the part 135 IFR/PIC mins.

I've got a question kind of along these lines...

Do you need a US green card/citizenship to even get an interview, or upon hiring, can you apply for one via NAFTA? I know that if you get hired by a US company, per NAFTA, the government has to give you a green card just as long as you have proof from an employer. (ie. a letter on company letterhead)
