Colgan is in the process of expanding and replacing ExpressJet and CAL 737 flying. They're getting new Q-400s, so it appears that they're hiring and not just filling their pool.
If you've ever flown an airplane, or been on an airplane that someone else was flying, then you might be qualified enough to apply.
