HR 5900 NPRM Final Ruling?

Does anyone know if the final ruling for the notice of proposed rule making (NPRM) for HR5900 has come out yet?? The final ruling was supposed to be made by August 2, 2012, however all my research on government websites show me no answer. I know the 1,500 total hours goes into effect Aug 2013, but the NPRM stating that military aviators would only need 750 hrs and aviation degree college graduates would only need 1,000 hrs was supposed to be made official this August? Anyone have any news or updates?

And in addition, anyone heard any information on other possible waivers ie: cfi or currently a flight crew member?

The FAA is not in compliance with PL 111-216. So what do you do, arrest it and take it to jail?
