Horizon Pilot Development Plan Update
Due to QX dropping the Q400, all class dates for the next year and a half will be comprised of only 2 PDP members. The rest of the class will be transition pilots from the Q to the E175. If you hit your ATP minimums today, you wont get a class for 6 months. They won’t give you a class date until you hit your ATP mins….you can’t let them know you’re six months out. Time to start looking for another airline.

Mesa's APC page says 20k but their FO starting pay is the lowest in the industry at $36/hr and their E175 training is taking 10-12 months right now because their instructors keep quitting.
PSA is offering 10k upon completion of training and 5k after a year. Beware that most signing bonuses come with an agreement to stay for two years, and if you leave before then you may have to pay back some or all of the bonus, even though taxes were withheld.

If Horizon cannot offer the PDP pilots a class date within some timeframe from hitting their ATP hours, are they released from the contract? Seems like there must be some stipulation in there about getting a class date within some time frame?

Nope. You signed the contract, they own you.
