From what I've heard, the so-called "Meet and Greet" part of the process is actually a full-blown interview... so plan accordingly.

So I can't tell if this is a good time to try and get on with Horizon? From the past few posts it seems like they're aren't enough FOs or CAs, but that there are plenty of people in the training pipeline and no need for a RTP. True?

In my opinion, Horizon won't implement a RTP program until they absolutely have to. Don't hold your breath.

On the other hand, if you meet the requirements for an ATP or restricted ATP (see FAR 61.159 or FAR 61.160), then go ahead and apply. This is a great time to get on with Horizon or any other regional. The training is fairly intense, so make sure you're up to speed on instrument procedures. If your instrument flying proficiency isn't "close" to ATP standards, you're going to have a tough time in training.

Edit: We still need lots of pilots.

I just did mine today. It is definitely a relaxed feel, buts definitely an interview. Mine lasted about 45 minutes.

Our hiring standards are effectively "has a pulse and the required flight time", so it's not exactly difficult to get hired here.

Supposedly we're running into another staffing issue this summer, so if things get bad enough, Air Group might actually start an RTP program.

This may not be entirely accurate. My interview group had 10 applicants and only 6 offers to my knowledge. Of course that was clear back last summer.

6 out of 11 who interviewed were offered positions a couple weeks back.

March vacancy award is out:

Most junior E175 CA: 4/16
Most junior Q400 CA: new hire 12/17

New hire captains can get PDX/SEA immediately with zero seniority now, we've come a long way.

That is awesome. It seems if one doesn’t think they’re above flying a turboprop QX is now a good place to go and upgrade in the base of your choice once you have the time. Not too many other places offer that, especially out west.
