Our current management claims that they will never use an Irregularity Report for disciplinary action. Don't believe it! This was very common in the past. Most of our most senior pilots are extremely cautious about what they put in a report, and with good reason. As one check airman told me, "write down airspeed, altitude... all checklists complied with".
I don't trust our current crop of hand-me-down Alaska management. We've built a robust safety culture here, and now they seem intent in destroying it.

Two important points.
ASAP is a voluntary safety reporting program that involves a signed agreement between the FAA, labor, and a company. Governed by rules set by federal law.
PIR(pilot irregularity report) is a Horizon (by default Alaska Air Group) program. Goverened by Alaska Air Group safety management systems. The company has generally applied the principals of ASAP regarding PIR’s when an ASAP is filed concurrently. However the company is not required. There have been instances where a PIR and maintenance discrepancy was submitted and discipline was administered. In those cases an ASAP was not submitted.

So, PIRs only for things that happen outside the cockpit, e.g. ground crews messing up the safety zone, passenger issues, scheduling issues that borderline on fatigue inducing, etc. ASAP, and only ASAP for any issues that are pilot related. Correct?

No, BOB is black out Betty Pina, former Horizon and AS FO, jumped on #metoo to protect herself from a drunken episode in which CA Jeff Engelien was fired, she was later fired for another drunken layover in Hawaii. Now a DEC at Empire in Hawaii.
Don’t need any more of that at AS, great culture.

The FO you mentioned was hired before the “flow” was even in motion, so what does that program have to do with it? She was hired by your Alaska hiring team, through the full interview process. Many good pilots and people on the pathway list waiting to get on at AS, but just because of one individual who wasn’t even on the list... yeah let’s go ahead and shut it down. By using your logic, since Betty was a prior military pilot, AS should stop hiring mil pilots as well.. Makes sense, total sense, the most sense.
