The two years is to harden the ramp. It was only built strong enough for a 320. If a 330 taxis onto it it turns into a moat.

This is what I heard as well.

Also heard they need to wait 2 more years to announce a West coast strategy because it takes that long for the soil they have planned for the new West coast focus city's potato farm to become fertile.
