The point is this isn't the same old slowing of growth, they are not setting up for something better... This is different, something we haven't seen before. Per the call, they don't have enough pilots, and think they may not have enough pilots for the foreseeable future, possibly years. They can't get enough, train enough, and get enough to STAY. So they are having to slow the growth because of the pilot shortage.

And their big solution is to 'double down on culture".

This is something different, something we haven't seen before, and if you take them at their word, they intend to do nothing about it.

Do you purposely make it "that bad"? It might not be enough until Schumer can't get a flight to ACK/ Graham can't get out of CHS (see, both sides of the aisle:D). Then it's "that bad" and at that point the government might allow just about anything...Big 3...or 4 getting one of the few dance partners left.
