Flight Standards is developing a policy change where they will accept certain industry or military flight checks in lieu of the pre-employment flight or simulator check. This should be in effect shortly.
As far as asking for a higher grade, HR qualifies applicants at the FG-9, 11 or 12 level based on certain criteria. Once you are rated, you cannot change your grade. In certain circumstances, grades have been changed based on an applicant omitting past work on a resume but that is rare.

Resignation letter?
I've heard a few conflicting things regarding the FAA requiring resignation letter from a 121 carrier for the ASI positions (GA ASI specifically). Can anyone confirm the latest requirement on that? I saw some mention of it a while back on this thread, but the current policy is unclear. Thanks!

The problem is you’ll have to be at the 11 position for a year, then another year at 12, before you can become a 13. And, not sure how often the step increases are above the step 5 (maybe two years between steps).
I would ask whoever made the offer. Sometimes they do it to make themselves look good.

If you are hired in at 11 Step 5, after 12 months, and if your manager recognizes you have satisfactorily progressed and completed OJT, they will generally promote you to 12 step 1. Step increases are automatic at 12 month intervals.
Moving from 12 to 13 is a little different, but most progress to a 13. In GA, it normally involves moving from an ASI position to an assistant POI or POI position. In AC, it is similar but with more position options.

Keep in mind the office you work in can bump you up in pay when they have a need or basically want to. So there is no hard and fast that one has to remain in a grade for a set amount of time. Offices can also award step increases on merit.
My office had a -13 that was in the GS grade for 6 months and awarded him a -14 position.

I’m not an HR person, but my understanding is you do not keep your steps. You move to whatever step, in the next grade, moves your pay higher than it was.
I went from 12-2 to 13-1.
