I think any regional, wholly owned or otherwise, could be awarded funds. Check page 589

Unanimity means 100%. It was 100% of all present, but not 100% of the voting body. Therefore it was not unanimous.

A quick PDF search does not find the terms: Major Carrier. Carrier is defined under Part121 and a search for 135 shows only a page number. From this I gather that regional carriers who supply scheduled service under Part 121 are covered and "on-demand" air carriers under part 135 are not covered. Essential Air Service was a pdf search and mention so a 135 operator who provides essential service may be covered. I didn't read all of it. It was time for dinner, I will delve into it deeper later.
