Before there was SARS CoV-2 (which causes the disease COVID-19), there was just SARS. They didn't call it SARS-1 because there wasn't a sequel yet. Everyone thought there would be a vaccine too, but it still hasn't been made. By the time they had a promising vaccine, the pandemic was over so the funding went away.

On what legal basis? There is none that I'm aware of. Not every state is in lockdown. My wife had to make the tough call to cancel a trip to help a close friend who lives in another state (recently moved), is now undergoing cancer surgery, and is all alone.

Martial law could be declared, but then your enforcers are 20 year-olds with assault rifles.

The federal government can't enforce quarantines in states. Only states have the authority with emergency powers. The federal government can only assist the states.

SARS had a very, very tiny impact in the grand scheme, only a minuscule number of global fatalities and almost no impact in the US. This one is obviously more contagious, more lethal, or most likely both. They won't stop until there's a vax, and probably more than one. They can't take a chance on a season or annual rebound, or just a random rebound a few years later.

An interesting quote from a report about the 1918 Flu's economic effects (https://www.stlouisfed.org/~/media/f...flu_report.pdf). It was written in 2007, so there's no horse in the race of our current situation.

  • Local quarantines would likely hurt businesses in the short run. Employees would likely be laid off. Families with no contact to the influenza may too experience financial hardships. To prevent spread, quarantines would have to be complete (i.e., no activity allowed outside of the home). Partial quarantines, such as closing schools and churches but not public transportation or restaurants (as done in Philadelphia, St. Louis and Washington, D.C.) would do little to stop the spread of in influenza.

Normally I would say that he is correct, but seeing the way this administration has no regard for the constitution or laws in general, then yes, he would be incorrect.

Posse comitatus is supposed to prevent the federal government from using the military to enforce domestic law and the National Guard is supposed to be a tool of both federal and state governments, so in theory, the fed can’t use them to enforce a quarantine and the fed really doesn’t have any other resources to try and enforce a quarantine so it would fall upon the state and local governments.

But since Trump thinks that he can do anything he wants, I’m sure he would try to use the military to enforce a quarantine if it came to that, but I’m hopeful that military commanders would push back.
