Default Post stimulus - Schedule, then cancel?

Can anyone point out one way or the other if its OK for an airline to schedule its required flights post stimulus paid (ie. Now) and then “cancel” as the date approaches due to low load factors? I’m not positive but that may be what happens between now and September 30th? Is this a loophole for airlines to get around blowing $$ on empty flights?

F9 has been cancelling any roundtrip where both legs are less than 5.

I don’t think they can say they are cancelling for low load factors, but they can make up vague excuses like “operational reliability” and stuff like that.
