It's not a fountain, just a regular ballpoint. From what I remember, the regular ink that comes in it comes out pretty dry, but if you get the gel refills those tend to be more like a Pilot G2 and will smear.

I bought the skilcraft government pens after this thread. Got 2 different sizes. I honestly don’t like them. They feel cheap, plastic and don’t “roll” well. Sure they work as a pen yes, but not the Lexus of pens I was searching for.

Try a Parker Jotter (you'll typically find them in a half plastic and half stainless barrel, but if you can find the all-stainless that's the way to go) for $7-10. Reliable and looks good in a shirt pocket with the arrow clip. As a guy mentioned, the gel refill is nice, but I prefer the standard Parker refill. It'll also take a Fisher space pen refill if you're into that.
