That is false at 'many of the regionals'. Gojet only has FOs (no capts) on Visas and currently has a 1 to 2 capt/FO ratio, so they could all quit today (if they haven't already) and Gojet would still hobble along. Actually, they'd be better off not paying them to sit around doing nothing.
