JetBlue has wanted to expand in LGB since day 1, that's no secret.
I'd argue that adding three new cities is an expansion, just not an expansion in total flights. Barger said more long haul frequency will be shifted to other airports, leaving LGB the opportunity to fly more markets (DEN,PDX) while using the same number slots.
Barger was at a town hall meeting with Long Beach officials just before he boarded the "Mystery Flight" (to LAX). JB has been preaching the 'quiet' E190 to Long Beach for some time now, I don't know what is the specific reason behind the push. I'm guessing the company is pushing to slip the 90 under the commuter banner.
I'd be extremely surprised to see JB align with a regional carrier. I simply don't think it will happen.
If JB secured more slots at LGB there would be expansion immediately, just not expansion using a regional carrier. The Logistical problems alone could kill any deal.
They will use BUR, LGB, LAX, and ONT to get the LA Basin "Expansion" we need.

The whole point I was trying to make is JetBlue cannot expand there because they don't have a fleet that falls in the commuter category. In the article, JetBlue stated it wanted to expand at LGB. I can also confirm this from my time as a flight instructor there. The head of my flying club, has been fighting a proposed change of the airport from Class D to Class C for a while now. The main pusher for this is JetBlue. With a LGB airport that is Class C, it will become easier to increase Air Carrier slots. This at the detriment of General Aviation.
Now, I don't see LGB becoming a Class C anytime soon, so my theory with all this is, that JetBlue only has one play here to expand at LGB. Since it's highly unlikely they will get a fleet of planes under MTOW of 75,000 lbs they will turn to a codeshare agreement to bring in more passengers to fill their planes up. Since ExpressJet's service has similar offerings with XM radio and good meals, as well as 6 slots of their own at LGB, I think it is very plausible this could play out.
Since JetBlue can't expand there with their own airplanes, this would be a win-win for both companies.

Firstly, I don't think that farming out flying to a regional would be a win at all for the JetBlue pilot group. JetBlue has no trouble filling up aircraft out of LGB, so having regional feed really isn't going to help anything.
Secondly, how exactly would making the airport a class C make any difference in the number of slots available? The city of Long Beach controls the slots. I've never heard about this before, but I would think that JetBlue would be pushing for a class C because we get a TCAS RA about every other time we go in there.

It wouldn't be farming out any flying. The only people that currently fly on JetBlue at LGB are locals. Having a codeshare agreement with a regional would allow them to grab more markets. Since JetBlue can't do that at LGB right now, it would be a win-win for both companies.
Do a little research. Talk to the GA at the airport. They have been going to meetings for a while now trying to counter JetBlue's push for Class C. Good catch on those TCAS RA's, because that is exactly one of the reason JetBlue is pushing for it. Class C would definitely help increase the slots available than if it just remained a Class D.

2. Since you brought it up, why don't you tell us about your "research"? A google search of the subject produces nothing. And again, how would Class C airspace have anything to do with more slots?
