Yes, 100% of Scheduled Block, which is nice because 99.99% of the time Scheduled Block is greater than Historic Credit.

Compass is 75% block or better.

This fits nicely into the stool sample that is our contract.

Disclaimer: I do NOT work for CAL but spend a lot of time talking to CAL guys...

My understanding was that part of the post-9/11 concessionary contract was 50% deadhead pay but it was to increase back to 100% over a period of years and it HAS come back to 100% within the last couple of years.
