Not to get into a debate with you about the merits of HR 3371 (I'm not totally sold on it myself, for some of the reasons you stated) but I'm going to call you out on two things you wrote:
I disagree and that's the argument most are making. Will it make it 100% safe? Absolutely not. But to say that it wouldn't be safer compared to having a pilot with less experience (sometimes a lot less) at the controls is a ridiculous statement.
No. It's about Avgas that costs four times as much as it does here and the fees you pay each time you key the mike or the wheels touch the pavement. It's all about the money. To say that flight schools in Europe, Canada or Australia are somehow inferior is quite arrogant, IMO, especially since most of us would probably have a tough time passing the JAR tests.

Cheap gas can be found in other parts of the world.... Far cheaper than US. In virtually every one of those countries, their pilots are sent to the western world because that's where the infrastructure is (sims and instructors).
Of course, USA is the best at everything, and all training should be
here. Best, best, best. Just ask any American (ok, you might not have to ask).

The training is cheaper here. Ask any European. That is why they are here. We do not pay for navaid usage. You do in Europe. That is huge. It is something like 40 bucks for a ILS approach. It is always about money.

I imagine that the same reason a lot of successful aviation schools are located in Florida, Southern CA, or the great southwest desert (VFR 95+% of time in the case of the SW) is good reason to train here when compared to the European continent.
