They tend to shut it down to suppress the flow of info during times of controversy...probably trying to keep the lid on the Tim Martins situation.

Sometimes they will take the less-drastic step of simply locking out a certain group, from which an undesired post "might" originate. During the pension-dump controversy, DALPA completely banned retirees from the forum, claiming that they feared lawsuits and that they didn't know how to make the website allow "read-only" privileges.
