There is a shadow effect caused by the Olympic Mountains. The town of Sequim on the Olympic Pen and parts of central Whidbey Island (Coupeville) are relatively dry compared to places like Everett and Bellingham that are especially wet due to the convergence zone.

If you base where you live based on 55% of the population voting for your party instead of the place where you have only 45% support I can only imagine how pleasant sharing a cockpit with you is.
It's a 2 sided state. Want to commune with the hippies? Live in Ballard. Want to reduce the gov't to nothing then look on the east side of the mountains. Ironically the state which is demonized for those terrible liberals and the big brother gov't sells alcohol 7 days a week, has legalized pot and doesn't have a state income tax. Live in Vancouver and shop in Portland and you won't pay sales tax either. But the schools are well above average and the roads are pretty solid too. Yep it's a horrible life!
But its also a state where you can hunt every north american big game species except for antelope, grizzlies, caribou, dall sheep, or walrus (and the first 3 are found in the state). Or you can hunt nearly every game bird in north america, catch nearly every freshwater game fish, many saltwater fish and damn near every fish which lives in both. You have every biome found in north america on public land for a ~$20 access pass.
Whether you're a hippy or a hillbilly you can find your shangri la within a 3 hour drive of Sea Tac. If you want the city Seattle or Vancouver is the way to go. East side look at the Tri Cities (especially great for families), Wenatchee or Spokane suburbs. Just beware of driving across the mountains in the winter. I've had many a 4 hour drive turn into 9+ hours getting through Snoqualmie pass, but there are plenty of flights you could probably JS on.

Well, the good news for him is that there are lots of states that will meet that metric for him.
