If it specifically says that, then ok. Most carriers either provide batteries or (at my previous carrier) require you carry a battery of any type suffice that it’s of a certain mAH rating.

Where is it? I have spent some time looking for specific language in the manuals and regulations. I see we can’t use aircraft power that hasn’t been approved, but I am looking for where the GOM, Opspec, an advisory circular or regulation that says we can’t use a personal battery. It just says the device battery will be considered the primary power source....

I know that Republic has an issued backup battery and even allow ownship.

I stand corrected. You are correct. There are procedures in the CFM for overheat including advising removal of the external battery.

FWIW, here is a reply I got from an e-mail I sent the safety committee:
Thank you for your comments and concerns. I am sure there will be problems with the new charts+. We have found many issues with Jepps and have had some luck with resolving them through ASAP and directly with Mesa SOC/ dispatch. Your concerns are not falling on deaf ears. We will have 2 months, Jan and Feb as a trial and to voice concerns to nav blue. Please keep sending in things that are problems. Keep a list if you can and send them through ASAP, there is an FAA person on the committee so it is NOT falling on deaf ears. Thank you for bringing this to light. We need to have all the information easily available to us when we need it.
So there it is: don't wait until you get a PD; once the trial period begins, report issues with the charts via ASAP. At the very least we might be able to force NavBlue to fix some of this garbage.

By the way, I was incorrect about the battery. Flight Crew Memorandum 18-04 states “External batteries are not approved for iPad charging in flight”.

If we start using Charts+, I am going to tell every FO that I have that they cannot use an external battery and to follow the GOM procedures on iPad.

At least in flight. Not in flight - charge away.

Here's the deal on the battery. The new charts, by default, disable ipad sleep mode. Turn that off in the preferences and you'll see almost equal battery life to the jepps.

How’s this transition going? I was told by a Mesa recruiter about NavBlue. First time I’ve heard of it..

It is complete and utter garbage that has no place on a 121 flight deck and, as long as the pilot group makes enough of a stink about it, will never be approved.
