Hello, is anyone familiar with this process? Is the congressional scroll process required?

Yep, just did this a few months ago. Gaining unit should put you in touch with their USAFR officer recruiter. Recruiter will originate all paperwork required after receiving your CC signed 1288 from losing unit.

Scroll/Fedrec process will not be required unless you're a 2 Lt or 1 Lt., all 0-3s and senior will have previous Fed Rec.

In processing checklist at gaining unit will take care of W-2, tricare, new email address, CAC, etc etc.
