It's possible that a state guard might opt to pay for your first uniform issue. I don't know that any do, but I've seen states do weird things.

Federal units, no way except that non-standard uniforms (ie cammies for certain regions, extreme cold-weather gear, etc) are always provided by the unit.

True statement on the guard side of the house. We're provided all uniform items for AMS (the 6-week version of OTS for the Air National Guard, held on the same campus with the same instructors as BOT/COT) by our units. Some items of personal preference you'll buy yourself (better boots, for example), but on the whole everything was given to me by supply.

Your AFRC unit should buy you uniforms.

Then you can file an AF Form 1969 and get the allowance anyway. Boo yah!
