The chief of training is another good contact, in my unit he is the liaison for the OG/CC for the whole UPT selection board, and knows the whole process. In most cases they are telling people they need to be selected by age 27 1/2 to start UPT by age 30. Right now it is next to impossible to get an age waiver from the guard

blue135 is right on. To avoid an "Exception to Policy", or age waiver, the individual cannot be over the exact age of 30 (not 30 and one day) by Day 1 of UPT. That is the reason why units initiate the process and recommend they are selected by 27.5. This gives time for the process to work.
Exception to Policy waivers are not impossible at NGB pending the situation. However, if you are much over 30, there better be a valid justification to enter UPT at that age. Every situation is unique.
Navigators are typically an exception and have been waived at older ages. Not the discussion here, but wanted to throw that out there. (C-130H models will be in the ANG for awhile, we hope)
Unit webpages are also a good source of UPT POC information.

Baseops will get you started, but keep your eye on the prize. Talk to ANG units and someone will take you under their wing. Enlisting helps some get UPT slots, but it's not the only way. Start the process, do the work, and network within the guard, it has to be the best gig in aviation I've ever come across. I could be completely wrong, though.
