IMO I think they should move some unemployment and welfare dollars to the education an training sector. I just hate to see deadbeats beating the system to stay home and drink their millwaukes best light ice and collect unemploynent. Also there are alot of unemployeed career changers out there that could use additional training an education so they can get a job. I would ramble more but i'm sure you all get the point.

Many states have re-employment and training programs available, you just need to look hard for them and be creative with the advisor at the local community college. I don't know if you have ever collected unemployment benefits, but this money is usually the only thing separating the claimant from homelessness and welfare. It also has provisions for training and job search, so it's not like the claimants were sitting at home watching Oprah all day long. When I was still in the active practice of law, I would say 99.9% of my clients did whatever they could to get off the unemployment rolls. I had several clients in the airline industry, and they too wanted to go back to work as soon as practicable. These people were no deadbeats. I'm sure there are real losers out there, but they are in the minority.

I'm not sure what you mean by the education fund. Education in general is funded in part by both federal and state money. Unemployment benefits are generally state first, then depending on the economy, federal funds. In the context of unemployment in Washington state (I don't know anything about other states), a claimant would file and either be granted or denied benefits. If this person would like further education, there are some stringent rules regarding choice of school and degree program. The state's primary concern is to return this person into the workforce as soon as possible, so this person cannot use unemployment money to get himself a law degree or something. While in school, this person receives the same amount of money that regular unemployment would pay him anyway. There is no double dipping. Perhaps I am misunderstanding you on your point.
