Default Part 135 PIC with restricted ATP

Hey guys! Sorry if this has been asked before, I tried searching for it but couldnít find an answer. Quick background, I currently work for a part 135 operation that also does some 91 flights. Is it possible to act as PIC of a 135 or even 91 Flight in a jet with a restricted ATP? (Due to me not being 23) I know it the FARís it specifies that you cannot in a 121 operation, but it fails to mention anything about 135/91. Would that make this one of those scenarios where if itís doesnt say you canít then itís okay, or did I miss something?

135.243 Depends on number of seats and type of operation.
