It is certainly possible to get hired at BWI as a PIC. The company is likely looking to fill one or possibly two PIC positions (and an FO position) at BWI as quickly as they can. If you're interested, get your application in. Write a good cover letter, and mention that you are interested specifically in BWI. If you have pt 135 PIC mins (or are close), you will likely hear from someone quickly.
The MSS contract could be shifted from BWI to Logan- or it could stay as it is until the contract ends. The midpoint of that contract is the end of next month. If any significant changes were to happen, that would be the most likely time. An announcement would probably come out in the next few weeks, before the next training class starts.

The company will hire PICs and SICs at all bases over the course of the year (except maybe Portland- those guys don't seem to turn over much). At smaller bases like BWI, ATL, and LAX it may be several months between new hires- pilots are typically hired only when there is an opening to fill. But DFW and DEN are nearly always looking for new pilots.
