How is this a legal part 135 operation? I was under the impression that scheduled turbojet flights required a 121 certificate.

It is scheduled by Jetsuite and tickets are sold through them. But Jetsuite will not actually be operating the flights. They set up a secondary company that will be flying the 135's under Pt135 and Jetsuite will "charter" the aircraft from them on a daily basis.
