These types of programs are not uncommon, especially in this deep recession we are in. Like any government program that involves money, jobs and aviation, it will bring out proponents and detractors in full force.

In Washington State, there is a program for welfare moms where an Employment Associate (sometimes called Job Coach, Trainer, Employment Consultant) will look for a job in the nonprofit sector for these moms. The moms work there 20 hours a week and get paid minimum wage (in WA, min wage is $8.55 an hour). The wages come from the company that won this state contract to provide these services. The paycheck has the name of this company instead of the name of the employer. The employer gets a warm body to do work with said warm body being paid by taxpayers essentially. Other services provided to the welfare moms include schooling, resume writing/enhancement, car repairs, clothes shopping, child care, and many other things you and I could only wish we had.

I am not personally familiar with the Georgia program described by the OP, but not surprised that it exists. It's a good thing for a small business owner who may want to hire someone, but cannot afford it. Bear in mind that paying the person's hourly wage is just the beginning of what amounts to a nosebleed for the employer. This is why so many business owners are reluctant to hire until they are sure the revenue can support it. It's a good thing for the "intern" or "trainee" since this person is doing something instead of sitting on his fat ass collecting unemployment.

Usually, these programs have fairly strict rules and criteria. So a pilot, for example, cannot go get a job at Burger King to learn how to flip burgers and fry some fries for free. The employer likely has to keep some detailed records of attendance and have ready a job description and real, substantive work (not make work).

Given all that, I'd still like the OP to enlighten us more about this program. I am not saying that this is a scam, just want to get more specifics.

This is why fixing planes pays so much better than flying them. Ask for what you're worth. If you paid $45k for your flight ratings ask for the same starting pay that those that spend $45k worth of college. I don't have a lot of experience but the cheapest I work is $30/HR. That's for local work. If someone wants me to travel its $500/day.

Like I said ask for a fair rate. If you don't you burn us all.

Again, I would not be working for free, per say. The State continues to pay your normal unemployment plus an additional $100 a week for expenses. The program gives both the "trainee" and the employer a chance to feel each other out before actually hiring someone. The program is only for six weeks and after that, if both participants decide they want to work together then you would negotiate a salary from there, if not then no harm no foul. As the person given the orientation for the program said, how many times has someone started a new job and a week later thought "What have I done", but by then they could not change their mind." This program gives the "trainee" the chance to find out if this company is for them, and if not hopefully you have atleast learned a little something that you did not know before, again this is a "training" program not a full time position.

I don't see an issue in using the resources provided by the state. Just be careful not to let what the state pays you lower your wage expectations with a potential employer. There are already enough people working for substandard wages in this business.

California has a similar program through federal funding, part of the America Jobs Act or other similarly worded job creation program.

People want ridiculously cheap stuff and go to Wal-Mart. Problem is that sooner or later everything that goes around comes around and YOU will be the one working for free! We are now getting what we asked for! LOL. Working for free is false kindness. Seems sweet but in the end becomes sour.
