Umm . . . part 63 applies to flight crewmembers other than pilots, specifically flight engineers and flight navigators. I think you're referring to part 61.

I'm not aware of anything called a "single pilot waiver." The BE-1900 and SA-227 can both be flown legally single pilot, provided the pilot has an unrestricted type rating* and other regulations applicable to the operation don't require an SIC.

*Depending upon the training leading up to the type rating checkride, and the checkride itself, some SA-227 and BE-1900 type ratings may be issued with a limitation that requires an SIC.
