HIV Testing
 
FAA does not require HIV testing unless you have the diagnosis. Only tests they require are urine sugar and protein plus an EKG if you are over 40.

HIV / Blood testing
 
The FAA does not routinely require a blood test but if certain issues are raised during an FAA exam a blood test can be required.

Of course if one informs the examiner that he has HIV or any other serious disease, you can bet the FAA will be requiring a blood test and then some.
