So no vacation days until 1 year is complete?
I'm confused about "21 hours per week". Is this a typo? 2.1? This time starts to build after 1 year or does it add up from start but we can't use it until 12 months later?

Originators vs cost of overnighting a crew there to take the first flight out. When making a base out of a place with originating flights costs less than the hotel bill for crews = bam, base opens.

Thanks for the info. I guess I was unclear about that. Is it ringing true they are hiring many many guys brand new like me without experience to avoid those that are over qualified?
What is the fastest way to get to a major? I really want to skip the entire non-glamourous regional phase. May be for some but I don't think it's for me.

Interesting, thank you for your response. While I figured it had to be financially motivated, I do still wonder why it is not a more common practice among other airlines if it does indeed save money.

You can get vacation your first year. You just have to ask for it and your vacation bank will go negative. If you leave before you "earn" it back you have to pay that 21 hours back to the company.

Piedmont, SkyWest, Air Wisconsin (ORF for now under AA), Horizon Air all do this. Also, add in local maintenance bases to the mix of desirable reason to have a base outside their Legacy's major hubs

You earn a week of vacation after 1 year is complete.
Let's say that your start date is September 1st, 2017. You will earn a vacation on September 1, 2018. But, you can use it before that. You would actually use it anytime in 2018 (provided that the week of vacation is available for you based on seniority bidding for vacations).
Once bidding for vacations opens for 2018, you will be able to bid for one. Since you will earn your vacation in 2018, you can take your vacation anytime in 2018. That means you could use your vacation in as little as a few months after starting class, like in this example.
Personally, I was hired in late November, and was technically eligible to take a vacation just a month and a half later. I obviously couldn't take a vacation because I was still in class, but it is available. If I was hired in February instead, I would have to wait until the following January to use it.
Simply put, you can use your vacation in the calendar year that you earn it.
Here's where it gets a little tricky. I will use my hire date as an example:
Hired November 2014
In 2015, I reached my 1 year, so I am able to bid for a vacation anytime in 2015.
In 2016, I reached my 2nd year, so I am able to bid for 2 weeks of vacation in 2016.
BUT...If I were to quit before I officially earned the vacation (for me, I would have to quit AFTER November of a year), I would owe the company for the vacation that I took.
Another example...
Hired in February of 2015
In 2016, you would reach your 1 year, so you could use the vacation starting anytime in 2016.
In 2017, you would reach your 2 year, so you could use the vacation stating anytime in 2017.
So, if hired in February, you would have to wait at least 11 months to use your first vacation week.
You receive 21 hours of vacation per "week". It shows up on your schedule as VAC for those 7 days and you get paid 21 hours.

There's a lot more to this question. Consider the maintenance hanger space availability. The AA hub hangar space would be devoted to mainline aircraft (more passenger-miles=higher priority). The same goes for gate space, if we tried to launch all of the regional aircraft and all of mainline from the hubs the already congested airspace would be even more congested. By outbasing the workload is spread to other, less-congested bases.
